FORUM I: Social Networks – New dialog between citizens and government?
Social Networks currently have an ambiguous status in the public debate. On the one hand, they offer the opportunity to network with the world, leading to connections across borders and distances. On the other hand, they are part of a debate about privacy and fear for one’s own identity.This happens despite the fact that they have recently had prominent support. With the federal election campaign in 2009, politicians saw themselves almost compelled to be represented and perceived in the main Social Networks. It was a brief flourishing – the time of the election is over and also the political activities in the social networking field. Have all the possibilities to bring citizens, government and politicians closer together already been used or is there still a potential in Social Networks that only has to be awakened?

FORUM II: Learning Responsibility at an early stage – The education system and the long road to digital self-determination
Nowadays young people use new media naturally in almost all areas of life. The education system can hardly keep up with the speed with which this development has reached society. Only slowly do we change over to partly digital teaching, although questions about media literacy are becoming increasingly important for young adults as it is not only a foundation of lifelong learning, but also provides safety for being able to act self-determined and responsible in digital space. But what is media literacy exactly? And how can it be used as a mediator in the current education system and at the same time adapt to rapid changes?

With the European Union, a stable political and economic space has grown over the decades, but still on many levels a unity can only be suggested. The current state of technological developments and the associated economic conditions are still quite different in many regions. Especially with the fast developments in information and communication technology, some of the member countries could be left behind. The Congress addresses a number of current developments around the area of ICT and the associated consequences for society and the economy. The Forum takes these issues to a trans-continental level to be able to identify different solutions by the international exchange.
